Mesmo com a reabertura das escolas, as ferramentas utilizadas durante o ensino remoto continuar\u00e3o apoiando as aulas e proporcionando novas intera\u00e7\u00f5es entre estudantes e professores. A crise permitiu acelerar a transforma\u00e7\u00e3o digital, discutida h\u00e1 d\u00e9cadas, e hoje precisamos oferecer meios para que a tecnologia n\u00e3o seja mais um fator de exclus\u00e3o educacional.<\/p>\n\n\n\n<p>A implanta\u00e7\u00e3o de pol\u00edticas p\u00fablicas que visam o acesso \u00e0 internet para a educa\u00e7\u00e3o brasileira deve ser urgente e permanente para reverter o preocupante retrato da exclus\u00e3o digital dos estudantes. Este \u00e9, ali\u00e1s, um direito j\u00e1 firmado na legisla\u00e7\u00e3o por meio da Lei 14.109, de 2020, que estabelece como meta que todas as escolas p\u00fablicas estejam conectadas \u00e0 internet de alta velocidade at\u00e9 2024. Entretanto, o acesso \u00e0 rede no Brasil \u00e9 de apenas 61%, \u00edndice que cai para 45% na regi\u00e3o Norte.<\/p>\n\n\n\n<p>A escola de antes da pandemia n\u00e3o existe mais. E a do futuro deve garantir uma educa\u00e7\u00e3o com mais equidade<\/p>\n\n\n\n<p>Al\u00e9m disso, faltam equipamentos. A maioria dos alunos (84%) usa o celular para conex\u00e3o e 40% ainda precisam dividi-lo com outra pessoa da fam\u00edlia. Os dados s\u00e3o da \u00faltima pesquisa Datafolha sobre educa\u00e7\u00e3o n\u00e3o presencial na vis\u00e3o dos estudantes e fam\u00edlias, encomendada pelo Ita\u00fa Social, Funda\u00e7\u00e3o Lemann e BID (Banco Interamericano de Desenvolvimento).<\/p>\n\n\n\n<p>Segundo o levantamento, apenas 3% dos estudantes receberam doa\u00e7\u00f5es de equipamentos ou pacote de dados do governo ou de outras entidades. Recentemente, o Congresso Nacional aprovou o investimento de R$ 3,5 bilh\u00f5es para a contrata\u00e7\u00e3o de servi\u00e7o de internet e compra de equipamentos (celulares e tablets). A lei 14.172\/21, que teve veto do governo federal derrubado pelos parlamentares, sofre nova tentativa de suspens\u00e3o, agora por meio de a\u00e7\u00e3o direta de inconstitucionalidade impetrada pela AGU (Advocacia Geral da Uni\u00e3o). O STF (Supremo Tribunal Federal) ampliou o prazo do repasse, que deveria ter sido em 10 de julho, para mais 25 dias, para que haja tempo para o Supremo reavaliar o processo ao retomar suas atividades.<\/p>\n\n\n\n<p>Independentemente de qual seja o desfecho deste cabo de guerra, a lei chega com atraso para mais de 4,3 milh\u00f5es de brasileiros que entraram na pandemia sem internet e sem conseguir acesso \u00e0s aulas on-line, de acordo com o IBGE (Instituto Brasileiro de Geografia e Estat\u00edstica). Importante lembrar ainda que, caso sejam liberados, os recursos dever\u00e3o<br>ser repassados aos estados em 30 dias, em parcela \u00fanica, para que atuem em colabora\u00e7\u00e3o com os munic\u00edpios. Se n\u00e3o forem aplicados at\u00e9 o dia 31 de dezembro, precisar\u00e3o ser devolvidos aos cofres da Uni\u00e3o.<\/p>\n\n\n\n<p>A mobiliza\u00e7\u00e3o em torno da transforma\u00e7\u00e3o digital na educa\u00e7\u00e3o vem ganhando tra\u00e7\u00e3o no debate pol\u00edtico como uma das prioridades da agenda legislativa neste ano. Os parlamentares aprovaram, por exemplo, projetos de lei que disp\u00f5em sobre a Piec (Pol\u00edtica Nacional de Inova\u00e7\u00e3o e Educa\u00e7\u00e3o Conectada) e a destina\u00e7\u00e3o de 18% dos recursos do FUST (Fundo de Universaliza\u00e7\u00e3o dos Servi\u00e7os de Telecomunica\u00e7\u00f5es) para acesso \u00e0 internet nas escolas p\u00fablicas. Em 02 de julho, o governo federal sancionou a Lei 14.480\/21, relativa \u00e0 Piec.<\/p>\n\n\n\n<p>Como destacado no relat\u00f3rio \u201cTecnologias para uma educa\u00e7\u00e3o com equidade\u201d, do Todos Pela Educa\u00e7\u00e3o, Dados para um Debate Democr\u00e1tico na Educa\u00e7\u00e3o (D3E) e <strong><em>Transformative Learning Technology Laboratory (TLTL), <\/em><\/strong>n\u00e3o podemos mais discutir se a tecnologia deve estar na escola, mas como isso deve acontecer. O documento mostra que a\u00e7\u00f5es isoladas, como a compra de notebooks ou contrata\u00e7\u00e3o de uma plataforma, t\u00eam alcance limitado como pol\u00edtica p\u00fablica. Garantir recursos com equidade e transpar\u00eancia; promover a forma\u00e7\u00e3o e apoio aos profissionais de educa\u00e7\u00e3o; proteger dados de alunos e educadores; e criar um f\u00f3rum para o desenvolvimento de um plano nacional de tecnologia educacional s\u00e3o as quatro dimens\u00f5es essenciais para as novas pol\u00edticas.<\/p>\n\n\n\n<p>A entrada das tecnologias da informa\u00e7\u00e3o e comunica\u00e7\u00e3o h\u00e1 tempos \u00e9 ponto nevr\u00e1lgico para educadores. Ovide Decroly, John Dewey, C\u00e8lestin Freinet, An\u00edsio Teixeira e Paulo Freire j\u00e1 discutiam a potencializa\u00e7\u00e3o do papel ativo de estudantes e a necessidade de um olhar mais integral nessa forma\u00e7\u00e3o. Os principais atores da transforma\u00e7\u00e3o digital s\u00e3o os professores, mas para isso precisamos oferecer forma\u00e7\u00e3o continuada que promova familiaridade com as ferramentas e os permita explorar todos os caminhos que elas possibilitam.<\/p>\n\n\n\n<p>Um exemplo interessante \u00e9 o da professora de L\u00edngua Portuguesa Andrea Borges, da rede estadual de S\u00e3o Paulo. Em relato ao site Porvir, ela conta que, ap\u00f3s participar de um curso sobre gamifica\u00e7\u00e3o, criou um jogo virtual para o ensino dos par\u00e1grafos na escrita. Mesmo durante a pandemia, a atividade conseguiu bom engajamento dos seus alunos e alunas, que ficaram entusiasmados com os desafios e com os personagens de cada fase do jogo.<\/p>\n\n\n\n<p>\u00c9 importante destacar que a cultura digital \u00e9 tema da compet\u00eancia n\u00ba 5 da Base Nacional Comum Curricular (BNCC), que prop\u00f5e ao estudante dominar as habilidades ainda no ensino fundamental, sendo capaz de fazer uso qualificado e \u00e9tico das diversas ferramentas existentes, assim como compreender o pensamento computacional e os impactos da tecnologia na vida das pessoas e da sociedade. Quando falamos de cultura digital, n\u00e3o queremos restringi-la aos laborat\u00f3rios de inform\u00e1tica, como pens\u00e1vamos antigamente. Queremos inserir a tecnologia em todas as \u00e1reas, como fez a professora Andrea na aula de L\u00edngua Portuguesa, e ainda, trabalhar conceitos fundamentais como o combate ao cyberbullying e checagem de fatos para coibir as fake news.<\/p>\n\n\n\n<p>A necessidade de incluir os estudantes digitalmente j\u00e1 era uma demanda antiga, que ficou mais evidenciada durante a pandemia. Ampliar o acesso \u00e0 internet e promover o letramento digital s\u00e3o os primeiros passos de uma transforma\u00e7\u00e3o que envolva a todos. Como sociedade, temos que intensificar os esfor\u00e7os nesse sentido. A escola de antes da pandemia n\u00e3o existe mais.
